UK Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a recent survey of local authorities, English councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK stated that 60% of local authorities are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of playing fields and open spaces to support their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils seeking to raise money from a fire sale of assets represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and utilising savings to weather growing financial challenges.”

Detailed Examples of Planned Sales

One local authority in southeast England said its property management strategy featured the sale of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Council Tax Increases and Broader Financial Pressures

The survey of local authorities in the key cities group, which covers several urban centers, also found that more than 70% of councils will have to increase council taxes next April to cover the rising cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to achieve both better provisions and cost efficiency,” stated a council leader.

He added: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Trends and Projections

Research of county councils recently also found council budgets being stretched by the growing number of children and older individuals requiring Send support.

A network of councils projected that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (IMD) for UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the latest IMD measures,” said the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data underscores the scale of difficulties confronting local leaders across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and addresses the actual extent of disadvantage and demand,” said Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the last year, the study found.
